भारताच्या पाकिस्तानमधून आयातीवरील बंदीला चुकविण्याच्या प्रयत्नांविरोधात मोठी कारवाई करत, महसूल गुप्तचर संचालनालयाने (डीआरआय) पाकिस्तानमधून आलेले 362 मेट्रिक टनांहून अधिक सुके खजूर जप्त केले आहेत.

विशिष्ट गुप्त माहितीच्या आधारे, डीआरआय अधिकाऱ्यांनी नाशिक येथील सीएफएस अंबड येथे मुंबईस्थित कंपनीने आयात केलेले सुक्या खजुराचे 13 कंटेनर अडवले. ही मालवाहतूक संयुक्त अरब अमिरातीतील जेबेल अली येथून आली होती. आयात कागदपत्रांमध्ये संयुक्त अरब अमिरातीचा मालाचा उगम/स्त्रोत देश म्हणून उल्लेख करण्यात आला होता.

प्राथमिक तपासात मालाचा पाकिस्तानमधील उगम लपविण्यासाठी काळजीपूर्वक आखलेली ट्रान्सशिपमेंट व्यवस्था उघडकीस आली. सुक्या खजुराची वाहतूक सुरुवातीला पाकिस्तानमधील कराची बंदरातून एका जहाजावरील एका संचातील कंटेनरमधून संयुक्त अरब अमिरातीतील जेबेल अली बंदरात करण्यात आली. जेबेल अली येथे हा माल केवळ ट्रान्सशिप करण्यात आला आणि दुसऱ्या संचातील कंटेनरमध्ये हलवून, वेगळ्या जहाजावर चढविण्यात आला. त्यानंतर पाकिस्तानी नागरिकांनी चालविलेल्या संस्थांच्या माध्यमातून भारताकडे पुढील वाहतुकीसाठी माल पाठविण्यात आला.

पहलगाम दहशतवादी हल्ल्यानंतर, राष्ट्रीय सुरक्षेच्या हितासाठी भारत सरकारने पाकिस्तानमधून थेट किंवा अप्रत्यक्षपणे उगम पावलेल्या किंवा पाकिस्तानमधून निर्यात होणाऱ्या सर्व वस्तूंच्या आयातीवर किंवा वाहतुकीवर संपूर्ण बंदी लागू केली. परराष्ट्र व्यापार महासंचालनालयाच्या (डीजीएफटी) 2 मे 2025 रोजीच्या अधिसूचना क्रमांक 06/2025-26 नुसार ही बंदी 2 मे 2025 पासून लागू झाली. त्यानंतर डीआरआयने “ऑपरेशन डीप मॅनिफेस्ट” अंतर्गत तिसऱ्या देशामार्गे भारतात आणण्याचा प्रयत्न होणाऱ्या पाकिस्तानमधील मालाची सातत्याने ओळख पटवून, तो अडवून जप्त केला आहे.

ही जप्ती व्यापारबंदी चुकविण्याचा प्रयत्न करणाऱ्या अत्याधुनिक नेटवर्कची ओळख पटविणे, त्यांना विस्कळीत करणे आणि त्यांचे उच्चाटन करण्यासाठी डीआरआयच्या सातत्यपूर्ण निर्धाराचे द्योतक आहे. चुकीची माहिती देणे, ट्रान्सशिपमेंट आणि कागदपत्रांमध्ये फेरफार करून व्यापारबंदी चुकविण्याच्या प्रयत्नांना आळा घालत, राष्ट्रीय सुरक्षेचे रक्षण आणि पुरवठा साखळीची अखंडता सुनिश्चित करण्यासाठी डीआरआय कटिबद्ध आहे.

मूळ देश बांगलादेश असल्याचे चुकीचे घोषित करून टोळ्यांनी इंडोनेशिया, थायलंड, मलेशिया आणि आग्नेय आशियातील इतर देशांमधून भारतात सुपारीची केली आयात

महसूल गुप्तचर संचालनालयाने (डीआरआय) महिनाभर चाललेल्या गुप्तचर-आधारित कारवाईत, आग्नेय आशियाई सुपारी बांगलादेशातील असल्याचे खोटे घोषित करून भारतात आयात करणारे आणि दक्षिण आशियाई मुक्त व्यापार क्षेत्र (साफ्टा) अंतर्गत सवलतीच्या शुल्काचा फसवणुकीने लाभ घेणारे मोठे जाळे उद्ध्वस्त केले आहे. या तपासात आतापर्यंत 2,500 कोटी रुपयांहून अधिक महसुलाचे संभाव्य नुकसान झाल्याचे उघड झाले आहे. याप्रकरणी नऊ जणांना अटक करण्यात आली आहे.

भारतात सुपारीच्या आयातीवर 100% मूलभूत सीमा शुल्क आकारले जाते. मात्र, साफ्टा करारांतर्गत केल्या जाणाऱ्या पात्र सुपारीच्या आयातीला सीमा शुल्कातून पूर्ण सूट आहे. जर आयात मूळ नियमांच्या निकषांची पूर्तता करत असेल, तर बांगलादेशातून येणारी सुपारी साफ्टा अंतर्गत सवलतीसाठी पात्र ठरते.

काही टोळ्या सुपारीच्या आयातीवर मोठ्या प्रमाणावर साफ्टाच्या फायद्यांचा फसवणुकीने दावा करत असल्याचे डीआरआयने गोळा केलेल्या गुप्त माहितीवरून लक्षात आले. ते इंडोनेशिया, थायलंड, मलेशिया आणि आग्नेय आशियातील इतर देशांमध्ये उत्पन्न झालेली आणि तिथूनच मिळवलेली सुपारी आयात करत असताना, भारतात आयात केलेल्या सुपारीचा मूळ देश बांगलादेश असल्याचे चुकीचे घोषित करत होते.

त्यानंतर, कोलकाता आणि विशाखापट्टणम येथे आयातदार, सीमाशुल्क दलाल आणि आयईसी धारकांशी संबंधित अनेक परिसरांमध्ये एकाच वेळी शोधमोहीम राबवण्यात आली. सुपारीचे मूळ आग्नेय आशियाई असल्याचे सिद्ध करणारी अनेक संशयास्पद कागदपत्रे आणि भक्कम पुरावे जप्त करण्यात आले. बेकायदेशीरपणे आयात केलेल्या मालाच्या विक्रीतून मिळालेली रक्कम असल्याचे मानले जाणारे सुमारे 75 लाख रुपये रोख डीआरआयच्या अधिकाऱ्यांनी जप्त केले आहेत. सुमारे 160 मेट्रिक टन सुपारीची चालू खेपही सापडली.

आतापर्यंतच्या तपासात सुपारीच्या फसव्या आयातीचे मोठे प्रमाण उघड झाले आहे, त्यामध्ये अलीकडच्या वर्षांत 2,500 कोटी रुपयांहून अधिक सीमा शुल्क बुडवण्यात आले आहे. सूत्रधार आग्नेय आशियाई देशांमधून बांगलादेशातल्या एका ईपीझेडमध्ये सुपारीची आयात करत होते आणि त्यानंतर केवळ कंटेनर आणि पिशव्या बदलून बांगलादेशातून आलेली सुपारी म्हणून हा माल भारतात पाठवत होते. त्यांनी बांगलादेशातल्या अधिकाऱ्यांकडून साफ्टाचे मूळ प्रमाणपत्र फसवणुकीने मिळवले होते. या खेपेची मार्गनिश्चिती, कागदपत्रे, मंजुरी आणि वाहतूक व्यवस्था करण्याकरिता तसेच मोठ्या प्रमाणावर रोख रकमेच्या संकलनासाठी सूत्रधार भारतीय आयातदारांकडून मोठी कमिशन आकारत होते. आर्थिक उत्पन्नाची फिरवाफिरव आणि स्तरनिर्मितीसाठी हवाला मार्ग आणि बनावट संस्थांचा वापरही या तपासात उघडकीला आला आहे.

या प्रकरणात सापडलेल्या सुपारीच्या बहुतांश फसव्या आयातीच्या मंजुरीसाठी एक सीमाशुल्क दलाल कंपनी विशेषतः जबाबदार असल्याचे तपासात पुढे असेही समोर आले आहे. डीआरआयच्या सुरू असलेल्या तपासामुळे, सक्षम प्राधिकरणाने या सीमाशुल्क दलालाचा परवाना निलंबित केला आहे. या प्रकरणी आतापर्यंत नऊ जणांना अटक करण्यात आली आहे.

अशा बेकायदेशीर आयातीमुळे किमतीत अनुचित तफावत निर्माण होते आणि कायदेशीर व्यवसायांसाठी समान संधी मिळत नाही, याचा देशांतर्गत सुपारी उत्पादक आणि कायदेशीर व्यापारावर प्रतिकूल परिणाम होतो. तसेच, सरकारच्या महसुलात मोठा तोटा होण्याबरोबरच यामुळे नियंत्रित व्यापार पद्धती आणि सीमावर्ती भागातल्या आर्थिक सुरक्षेलाही बाधा येते.

या कारवाईद्वारे, डीआरआयने मूळ देशाची पद्धतशीरपणे चुकीची घोषणा करणे, साफ्टाच्या फायद्यांचा फसवणुकीने लाभ घेणे आणि सीमा शुल्क महसुलाची मोठ्या प्रमाणावर चोरी करणे यात गुंतलेले एक सुसंघटित जाळे प्रभावीपणे उध्वस्त केले आहे.

मादक द्रव्ये आणि मनोविकारकारक पदार्थांच्या अवैध उत्पादन आणि आंतरराष्ट्रीय तस्करीविरोधात आपली सातत्यपूर्ण कारवाई सुरू ठेवत, महसूल गुप्तचर संचालनालयाने (डीआरआय) आफ्रिकन देशांमध्ये मनोव्याधीवरील सूचीबध्‍द औषधे- पदार्थ  असलेल्या ‘ट्रॅमाडोल हायड्रोक्लोराईड’ गोळ्यांचे गुप्तपणे उत्पादन, लपवाछपवी आणि अवैध निर्यात करणाऱे एक संघटित नेटवर्क उद्ध्‍वस्त केले  केला. 

गुप्तचर माहितीवर आधारित या आठवडाभर चाललेल्या कारवाईत एक लाख ट्रॅमाडोल हायड्रोक्लोराईड गोळ्या, एक लाख टॅपेंटाडोल गोळ्या तसेच मनोव्याधीवर उपयुक्त ठरणारी औषधे, त्यासाठी लागणारे  पदार्थ तसेच  गुप्त उत्पादनासाठी वापरण्यात येणारी यंत्रसामग्री आणि कच्चा माल जप्त करण्यात आला असून या टोळीच्या तीन प्रमुख सदस्यांना अटक करण्यात आली आहे.

दिनांक 02.08.26 रोजी मिळालेल्या  गुप्त माहितीच्या आधारे केलेल्या एका कारवाईत डीआरआयच्या अधिकाऱ्यांनी मुंबई एअर कार्गो कॉम्प्लेक्स येथे नायजेरियाला जाणारा  निर्यात माल अडवला. या निर्यात मालामध्ये प्रेगाबालिन कॅप्सूल - 300 मिग्रॅ असल्याचे घोषित करण्यात आले होते. तथापि, सखोल तपासणीअंती या निर्यात मालामध्ये लपवून ठेवलेल्या 1 लाख ट्रॅमाडोल हायड्रोक्लोराईड 250 मिलीग्रॅमच्या गोळ्या (वजन अंदाजे 25 किलो) आणि 1 लाख टॅपेंटाडोल 200 मिग्रॅच्या गोळ्या (वजन अंदाजे 20 किलो) जप्त करण्यात आल्या.

डीआरआयने केलेल्या वेगवान तपासामुळे अनेक टप्प्यांवर चालणारी एक सुसंघटित पुरवठा साखळी उघडकीस आली. ट्रॅमाडोलच्या गोळ्या महाराष्ट्रातील अंबरनाथ येथील एका कारखान्यात गुप्तपणे तयार केल्या जात होत्या आणि त्यांची ओळख लपवण्यासाठी साध्या पुठ्ठ्यांच्या खोक्यांमध्ये पॅक केल्या जात होत्या. त्यानंतर हा माल मुंबई एअर कार्गो कॉम्प्लेक्सजवळील एका गोदामात नेण्यात येत होता.या ठिकाणी तो पांढऱ्या गोण्यांमध्ये पुन्हा पॅक करून नायजेरियाला अवैध निर्यात करण्‍यासाठी सज्ज केला जात होता.

आठवडाभर चाललेल्या समन्वित पाठपुरावा मोहिमांच्या मालिकेत डीआरआय अधिकाऱ्यांनी निर्यातदार, उत्पादक, पुरवठादार, वाहतूकदार आणि साठवणुकीच्या गोदामाशी संबंधित अशा अनेक ठिकाणी शोधमोहीम राबवली. उत्पादन सुविधेवरील शोधमोहिमेत मादक पदार्थांच्या बेकायदेशीर उत्पादनासाठी वापरण्यात येणाऱ्या टॅब्लेट कॉम्प्रेशन मशिनरीसह मोठ्या प्रमाणावर कच्चा माल जप्त करण्यात आला.

या कारवाईच्या अखेरीस आयईसी धारक/निर्यातदार, पुरवठादार-सह-समन्वयक आणि ट्रॅमाडोल गोळ्यांचा गुप्त उत्पादक यांचा समावेश असलेल्या तीन प्रमुख आरोपींना अटक करण्यात आली.
